Inshore Help in creeks off new river

Hey guys looking for some tips here. Still learning the new river. I've been fishing the 2nd most northeastern Branch that crosses Holcomb blvd at the small bridge every morning on the way to work. Every day there are fish jumping like crazy in there between 6-14 inches. At first I thought they were bait until I saw the bigger ones taking huge leaps after apparently nothing. They might be hitting insects because there are tons of Mosquitos down there but I'm not positive. Thing is I cannot tell what they are, they are trout like in shape but have a slightly larger belly than a more snake like shaped trout, my eyes aren't good enough to tell what they are in midair.... So clearly these are catchable fish getting up to 14 inches.... I also don't see any bait getting chased in balls, just these jumpers, and they are not just hitting the surface, I'm talking 4 foot high leaps, either for evasion or insects I'm not sure... Anyway I have thrown a mirrolure topwater, some of my little Zara spooks to try for a topwater hit, even tho it's colder these fish are clearly still active. I've also thrown 3-4 inch gulp swimming mullet and small gulp flukes. Not a bite or a follow in a few days. Even tried a dropshot which yes is used for bass, but presents a small bait perfectly for finicky fish and usually will catch you at least one.... Any ideas? I'd love to get on some of these fish because the spot is so convienient to fish at or on the way to/from work....

Sorry if this should have gone in freshwater, I know it's brackish and have been told there's tons of red and trout in there do I figured this would be the better forum
