Oak Island Surf to Yaupon Reef (Report and Question)

Left out of St James Marina on SAT to fish Yaupon Reef. Water was pretty good with a little chop. On the way to Yaupon Reef, saw fish busting bait and chased after a few schools to no success. Fished the reef and caught several undersized Black Sea Bass, several Poriges (some with some size), and a few small croaker. Overall, a great day.

On the way back found several schools busting bait again. Having fished for stripers many times on the Chesapeake, I moved in close (but not too close to scare the fish) and threw everything at them (Kastmaster, silver spoons (not clark sppons, did not have any), and gotcha plug (white and chartreuse) and did not get any strikes. I am completely perplexed. Can anyone offer any advice? At one point the fish were so close to the boat, while I was idling, I could easily see them streak by, so I know they were not spooked.

Thanks for any advice and tight lines to all.
