New Regs for the Cape Hatteras NSRA

In case you haven't heard, the NPS will publish the new regulations governing the CHNSRA tomorrow. You can read it here: http://www.federalregister.gov/public-inspection
What it says in a nutshell: The Oregon Inlet spit, Hatteras Inlet spit, Ocracoke inlet, the "Hook", the area between ramps 27 and 30, 1 &1/2 miles south of ramp 23, 1 & 1/2 miles north of ramp 34 and a few other areas will be permanently off limits to vehicles and in most cases pedestrians. Other areas will be closed for seasonal nestings etc. You must purchase a permit to drive on the beach. Before you can purchase this permit, you must take a course in "beach driving", even if you've been doing it for 40 years. The cost hasn't been finalized, but the consensus is $150/yr or $75/wk. And the number of vehicles on the beach will be regulated. You could take the course, pay the fee and STILL be turned away.
Say thank you to the special interest groups who think they now own the OBX. ( I guess they do!)
